I would like to know of a resource to get location from basic network data:

for instance:

Cell ID:   1973 
Cell Name:   1973 
Network Info:   ID: 030
Name: Centennial
Country Code: 310
Area Code: 15010


I can pull this off someones phone without their knowledge, but I cant put it together.  I guess I would need to know which towers Centennial lease and their ID numbers...which is not easily found on the web.
